We analysed the data for Europe’s most popular cruise destinations, examining everything from UNESCO sites to spas and Michelin restaurants to historic attractions to determine which location packs the biggest cultural punch.

Rome has taken the crown as the best destination for cultural cruises in Europe, where culture and history intertwine.

Barcelona, Spain, is Europe’s second-most cultured cruise destination. In our analysis, Barcelona’s many incredible attractions have allowed this Spanish cruise destination to outperform many major European cities.
The city’s nine UNESCO World Heritage sites – the highest number in the study – showcase unique architectural masterpieces, with seven designed by architect Antoni Gaudi. The culinary scene is equally as impressive, with the second-highest number of Michelin-star and Michelin-recognised restaurants. The city’s cultural vibrancy can also be attributed to its incredible parks and natural spaces, wellness offerings and energetic after-hours scene
Amsterdam
Previous European Capital of Culture title holder Amsterdam finishes on the podium as the third-most cultured cruise destination in Europe. Its culinary prowess and world-leading attractions helped it climb the rankings and earn third place.
Those visiting on a Netherlands cruise can enjoy some of the best attractions in the world, as the city is home to the most TripAdvisor Best of the Best Traveller’s Choice attractions in the study. For those who love fine dining, you’ll be in heaven here as there are 83 Michelin-recognised restaurants, with 31 having received star accreditation.

When it comes to history, Rome is Europe’s number one cruise destination. This ancient city is replete with historic locations, including the iconic Colosseum. Rome is home to nearly 200 historic sites with a four-star rating or above on TripAdvisor, and there are almost 200 museums to visit when you’re here on a cruise to Italy.

Sampling the local cuisine is one of the best ways to get to know a destination. Europe’s cruise ports boast some of the world's most iconic food scenes, such as Barcelona and Rome. According to our study, however, Amsterdam is Europe’s finest port to dine in overall.
Amsterdam features 31 Michelin-starred restaurants and 83 eating establishments that Michelin has also recognised for their excellence.

When analysing the different countries to which each cruise destination belongs, Italy can claim to be the best for cultural cruises in Europe.
The overall winner, Rome, is just one of 10 Italian cruise destinations featured in the study. The beautiful cities of Naples and Venice are in the top 10 alongside Rome, with Cagliari and Genoa also landing in the top 20.
Spain is the second-best performing country in the study, boasting nine cruise destinations – three of which feature in the top 15 (Barcelona, Las Palmas, and Valencia). Portugal, Netherlands, and Greece are the next best countries for cultured European cruise destinations.

Methodology
Fred. Olsen Cruise Lines assessed Europe’s 46 most popular cruise destinations* to determine the most cultured. Each was evaluated based on its European Capital of Culture status, the number of high-rated attractions on TripAdvisor, Traveller's Choice awards, UNESCO World Heritage Sites, and Michelin-starred/Michelin-recognised restaurants. A normalised scoring system was used to rank the destinations across these categories.
*Due to FCDO travel advice, Saint Petersburg was excluded from this study. Based on our analysis, its inclusion would have resulted in it ranking fifth overall.
